City of Gold Coast Council.
Three buildings, eighteen floors, one supplier.
City of Gold Coast Council
The City of Gold Coast Council is one of the largest local governments in the southern hemisphere, with its offices spanning three buildings. Refurbishing 18 floors while remaining operational over just nine months was an ambitious goal. However, as a single-source supplier for workstations and loose furniture, Burgtec rose to the challenge and delivered. Despite the demands of multiple colour palettes, a complex program and ongoing design changes, Burgtec met the timeframe and kept to its tendered price. The project manager, Shape, later remarked publicly that “Burgtec achieved the impossible.”

Delivering quality at scale

The council’s offices feature open-plan spaces complemented by meeting rooms, focus areas and communal spaces, all designed to foster a work environment that is both efficient and inspiring. Burgtec delivered the entire furniture and workstation package for the first six floors, including offices, meeting rooms, breakout and kitchen areas, tables, chairs and booth seating. The highly bespoke solution featured unique materials, upholstery and powder-coated finishes matched across a substantial quantity of workstations, tables and chair frames. Around 60 line items in a typical specification were multiplied by three colour palettes, creating hundreds of custom variations. As always, Burgtec delivered precision in documentation, production and quality assurance. Most valuable to the client was Burgtec’s ability to keep to the tendered price despite evolving specifications and design refinements during construction.

An agile, streamlined approach

Undertaking a refurbishment of all buildings simultaneously was an ambitious task for the City of Gold Coast. The program was live and phased, with staff continuing to work throughout the process. Burgtec’s appointment as single-source supplier simplified management, reduced risk and provided one point of accountability for the council and builder. This structure enabled precise coordination between procurement, manufacturing and installation, supporting efficient communication and timely delivery. Burgtec’s Australian manufacturing base and locally based installation team ensured smooth coordination, fast response times and quality control across every phase of delivery. Despite the project’s complexity, the result was a smooth process that met the needs of multiple stakeholders within a highly compressed schedule.

An agile, streamlined approach
The value of flexibility

Burgtec’s deep experience in local government and large-scale projects allowed the team to apply value management across upholstery, laminates and powder coats. This included simplifying finishes to improve procurement efficiency, shorten lead times and avoid supply bottlenecks. The revised specifications delivered measurable savings for the client while enhancing product performance. By substituting materials, Burgtec achieved greater durability and extended warranty coverage, reducing long-term lifecycle costs for the council. Powder coat colour matching was also technically demanding, requiring multiple shades to be produced within short timeframes, yet every finish was delivered without delay. Through close collaboration with project partners, Burgtec demonstrated that efficiency, precision and lasting quality can coexist even in a project of this scale and complexity.
